I'm absolutely against this.  The info text is _far_ more readable with the
various info verbiage (both menu entries and footnotes) hidden, and the
current problems, annoying as they are, are quite secondary to the main goal
of making readable manuals.

I think there are inevitably going to be differences between emacs and other
info readers, so we may as well suck up and admit it, and provide separate
manuals (perhaps through conditional compilation).
