Wrong current-time under win32

User-agent: Gnus/5.1002 (Gnus v5.10.2) Emacs/21.3.50 (windows-nt) 
Hi everyone:

   In emacs 21.3.50 under win32, the return of (current-time-zone) is
   (0. "PRC"), which should be (28800. "PRC") instead. 

   Any idea to fix this built-in function?
