I don't know how an external program is called on Windows,
but if it's via "cmdproxy", this line may be the culprit.
Could you try this?
(modify-coding-system-alist 'process "[cC][mM][dD][pP][rR][oO][xX][yY]"
'(iso-latin-1-dos . iso-latin-1-dos))
