   I do not understand what the desired behaviour is supposed to be,
   versus how it really works with the native scroll bar.

I just visited a test file.  The behavior I expect and desire is how
it really works.  When I overscroll to the end, Emacs shows me the
last line of the buffer.

This means that if the last line of the buffer is blank, I see nothing
but the cursor that I have put at the end of the buffer.  This occurs
when the buffer ends in a newline.  If, on the other hand, the last
line contains text, I see both the text and the cursor that I have put
at the end of the buffer.

This is the same behavior as occurs in GNU Emacs 20.7 (I just checked).

This is using

    Today's CVS snapshot, Fri, 2003 Apr 11  12:37 UTC
    GNU Emacs 21.3.50.288 (i686-pc-linux-gnu, X toolkit)
    LUCID toolkit
    started with

      /usr/local/bin/emacs -q --no-site-file --eval '(blink-cursor-mode 0)'

    and GNU Emacs 20.7, native toolkit, with a large ~/.emacs file.
