I don't see a problem here.  From Emacs' POV the buffer is scrolled to
the far end if (point-max) equals (window-start).  The fact that this is
further than what other editors can achieve only shows the superiority of
Emacs. :-)

You'll always need precision to position to a specific position except the
beginning of buffer.
