    I don't understand why one should imply the other.
    After all, `set-buffer' also changes the selected buffer but it doesn't
    modify the buffer-list.

set-buffer only changes the current buffer; it doesn't change
the selected buffer, which is the buffer that is displayed
in the selected window.
