CC-mode bug

Hello,
 I am using Emacs from CVS (21.3) on W2K using MinGW32.
The function 'c-guess-basic-syntax' gives an error at Line 2604
...(looking-at c-other-decl-block-key)
The variable 'c-other-decl-block-key' is nil.

This happens when I am not in C-mode and use 'c-set-offset' command.
