Huh?  There are many such minor modes already.
font-lock, mwheel, paren, iswitchb, auto-image, hl-line, delsel
and probably a lot more which simply don't call themselves minor-modes
although they behave like one.

The "rule" seems to be that minor-modes which are global and are
typically turned on once and for all in the .emacs file don't
deserve to use mode-line space.
