header-line-format doesn't support multiple lines or headers.

Id you do a (describe-variable 'header-line-format)

You see

"Analogous to `mode-line-format', but controls the header line."

The only problem here is that we can't have multiple header lines?

What if one wanted to enable ruler-mode when in Info-mode.  This removes the
Info header and replace it with it's own.

Doesn't this seem like a bad idea?  Should you be able to have multiple
header-lines (on top of one another) in the same window/buffer?
