Well, the current situation is that they get sent to me, and I usually
do nothing with them (except feel slightly guilty).  Not sending them to
me at all would be more honest, since at this stage I can't in good
faith commit any time to Emacs.  When I do find odd snippets of time, I
would rather fix something that matters to me.

Maybe Jason is willing to work on bugs in the Windows port, or at least
urgent ones, but basically if new people don't offer to help with
Windows-specific bugs, they will not get fixed.

I've done what I can by making Emacs build with GCC on Windows, so at
least the barrier to entry has been lowered as much as it can be.
Opening up the development process should also help in that respect.
