Hello,

Pointed by Martin Mokrejš :
   https://bugs.gentoo.org/show_bug.cgi?id=604760

The symptom is (copied from the bug report):
==
./build-aux/help2man \
    --name 'stream editor for filtering and transforming text' \
    -p sed --include ./doc/sed.x                        \
    -o doc/sed.1-t sed/sed                                 \
  && chmod a-w doc/sed.1-t                                  \
  && mv doc/sed.1-t doc/sed.1
apiversion=9999
chmod: cannot access 'doc/sed.1-t': No such file or directory
make[2]: *** [Makefile:5776: doc/sed.1] Error 1
==

While I'm not familiar with Gentoo or RAP,
it might be related to some tweaking they do to the build process?

Investigating...
