In Emacs built from the latest source on Windows, file elisp-mode.el uses
variable package-user-dir without loading package.el (where that variable is
defined).  Thus, launching Emacs like this:

  runemacs -Q --eval="(progn (setq debug-on-error t) (xref-find-references 
\"load-path\"))"

results in this backtrace:

Thanks for the report, it's now fixed in emacs-25.

I've overlooked this report all these months apparently because the
Debbugs feature "reassign bug to another package" doesn't notify the
bugs mailing list.
