Steps to reproduce the bug:

1. emacs -Q
2. C-x 8 RET LATIN SMALL LETTER THORN WITH STROKE RET
3. C-b
4. M-u (upcase-word)

The character inserted does not change to LATIN CAPITAL LETTER THORN
WITH STROKE, as expected.  Going in the opposite direction (inserting a
capital in the buffer and using M-l) also does not work.  LATIN
SMALL/CAPITAL LETTER THORN behaves as expected (its case changes) in
both directions.

Thanks, I fixed this (together with quite a few omissions we had in
the database).
