Hello
I always thought that local-key-binding via hook replaces the
global-key-binding (at least so it is in Xemacs) now in GNU Emacs I have
set (global-set-key "\C-cr" 'ispell-region)
(setq reftex-extra-bindings t)
which according to the documentation should bind
\C-cr to reftex-reference etc. It does not!

Ok, then I close the bug.
