In GNU Emacs 24.0.50.1 (i386-mingw-nt5.1.2600)
 of 2011-09-19 on 3249CTO
Windowing system distributor `Microsoft Corp.', version 5.1.2600
configured using `configure --with-gcc (4.5) --no-opt'
 


Steps to reproduce:

1. emacs -Q
2. C-h C-\ tamil-itrans RET
3. Note that the cursor position is at head of the help buffer
4. Now (setq pop-up-windows nil) and repeat steps 1 and 2.
5. See that the cursor position is at the tail of the help buffer

Considering that the help buffer is big, showing the tail of the buffer
is very unhelpful. Particularly a new user on a netbook (where there is
very little screen estate) might be mistaken in to thinking that the
help buffer only displays the key bindings and not other useful things.
