After maximizing the emacs frame on windows, emacs frame can not be actually maximized.
1. within the cmd box, run emacs -Q
2. c-h v emacs-version :
    emacs-version is a variable defined in `version.el'.
    Its value is "23.2.1"
3.  Click the "maximize" button on the frame title bar.
4. Check the emacs frame can not occupy the whole screen.  The bottom of emacs can not reach the taskbar point. There is some space between them. Please check the attached file.

Thank you for your report.

This is a limitation of the current Emacs display engine: it can only
set the frame height to an integral multiple of line size.  You can
make sure that this is what Emacs is doing as follows:

  emacs -Q
  click the "maximize" button
  M-: (set-frame-size (selected-frame) (frame-width) (1+ (frame-height))) RET

You will see that the minibuffer is partially obscured by the task
bar.  So Emacs cannot enlarge the frame even by one more line.

I'm closing the bug report.
