Follow-up Comment #1:

The first part should be fairly easy to implement.  The second, I'm sure,
would just be a Python adaptation of the rsync code that already exists, if we
decide to go that route.

As an alternative, we could use something like .duplicity_rc in the directory
with an in/exclude globbing file list where '- *' would exclude the whole
directory.

I've got no time at the moment for this, but its a good idea.  Thanks!
