The link on the website seems to be wrong here. It points to:

http://code.launchpad.net/duplicity/0.7-series/0.7.0/+download/duplicity-0.7.0.tar.gz

That however gives me a 404. Navigating launchpad directly leads me to
the link with one more zero, which does seem to work:

https://code.launchpad.net/duplicity/0.7-series/0.7.00/+download/duplicity-0.7.0.tar.gz

I do have javascript disabled, so it might be a user issue.
