your findings would be appreciated if you decide to add them.

it still does not explain what is going on though.
did the 'not ask for passphrase' stem from the bug described in
https://bugs.launchpad.net/duplicity/+bug/687295 ?

you can check that by doing a full backup or having a started chain and 
deleting the local archive folder for it. This would enforce to update the 
archive folder, for which a passphrase would be needed.
