I do believe iptables/iproute2 supports dropping packets and basic shaping?

see hashlimit, limit, statistic, rateest etc... combined with
drop/reject targets these should provide a fairly "unstable" network
as for introducing bandwith limits etc you might want to look into the
QoS modules and tc (part of iproute2).

Any misconfigured traffic shaper or firewall will probably do :-)
