You may wish to investigate cygwin. While I don't use it with duplicity
specifically, I use it with rsync and other Linux apps dealing with backups and
it is a workable solution.
Please forgive the top posting. The BlackBerry insists on it.

After having used duplicity for a little while I am truly amazed. It
really is perfect for a lone system administrator.
Do you know if there is any software for Windows that uses the same
paradigm as duplicity (remote encrypted storage with incremental
backups) that I can use on my Windows machines?
Commercial software suggestions are also welcome, as long as the
software is reasonably priced (for an individual, not a company). My
main requirement is that it supports remote ssh/sftp storage mechanism
without the need for a destination software installed.
