Sorry. It runs only with the option "--no-encryption"

The directory exists. And with the option "--no-encryption" duplicity runs.

Now I've tried it with "--no-encryption" but with "scp" instead of "file":

No. I gave it a try and copy the output in that posting. It has failed
as you see it.

Do you don't have a cygwin environment to test it by yourself? I could
give you access to my test environment via RDP, if it would help you ...
