The manifest file just lists contains volume information.  You can
decrypt one and view it as a text file yourself.  For each volume it
lists the starting filename, the ending filename, and the checksum.
So when you restore file(s), duplicity can avoid downloading
unnecessary volumes, and can check the integrity of each.  So it is a
volume manifest, not a file manifest.
