Thanks !! that has solved my problem. i am able to run the application. 

 Can you let me know if X11 package can be installed in windows. Since my requirement is add an icon on system tray & notify on updates. Can you please let me know if it is feasible on windows through GNUStep. If yes... can you let me know how it can be done.

However I suggest you this: remove the PC windows package. Download the source tarball, unpack it and just build and install it with:

"make install" (without quotes, inside the package directory)

Nothing more needed. You can run then ProjectCenter from the console by running it with "ProjectCenter".
"make uninstall" will remove it
