Most definitely.

But, consider that you will need a window manager anyway, so first pick a replacement window manager. Then write a session script - a shell script which'll start the window manager and gworkspace. Finally, teach your display manager (the thing that displays login screen, such as gdm) to start  your session.

Also, WindowMaker is supposedly best integrated with GNUstep.
