Since Ubuntu is derived from Debian Unstable, it has the gnustep packages on their own repo.  But, like Debian Unstable, the packages are extremely outdated (like I noted no the wiki).  Your best bet is to build from scratch.  All the dependencies can be gotten from the repos, and are all up-to-date.
