Yes, but you're free to change the order of the listed sub-projects based on the dependency of each other.

In example 1 you would write
  SUBPROJECTS = sub1 sub2 ... subn projectX
and in example 2
  SUBPROJECTS = projectY sub1 sub2 ... subn

Sorry, but I still don't see the problem.
