which is always expanded to

  makedir = /System/Library/Makefiles

IMHO, this should probably read

  makedir = $(GNUSTEP_SYSTEM_ROOT)/Library/Makefiles


Thanks ... I've fixed that in CVS (at an earlier stage ... in configure.ac).
