I beleive "This application" refers to
core/gui/Tools/shared_obj/make_services.exe.

What is the reason for this error and how can I fix it?

Probably you need to source the GNUstep.sh file to set things up so that it finds the GNUstep-base DLL.
ie '. C:/GNUstep/System/Library/Makefiles/GNUstep.sh'
