You are probably referring to what I told ribrdb.   Which was this:

wiki.gnustep.org about installation on Windows.

I don't recall using the word "perfect".   :)

You don't *have* to download CVS.  You can simply take the analogous parts from
GNUstep's releases and use those.

Remember, this tutorial was created before the most recent release, so in all
likelyhood it should work just fine with the released code.

Having said that, the windows port still needs some work.
