Apple maintains it's own branch of GCC (apple-ppc-branch) which is again 
different from what Apple has inhouse and ships. This branch is a kind of 
"ski jump" for code from apple that is going to be fed back into GCC 
mainline (at least that's my understanding of it). From time to time this 
branch gets synced with mainline but then again this is not happening to 
often. Also this branch may contain Apple specific additions which would 
render it useless or broken on other platforms than Darwin-PPC (don't know 
of Darwin-x86 though). 

So: apple is feeding back, but piece by piece (and those pieces have to be 
approved by the responsible maintainers).
