There's no policy like that, that I know of.

My policy is to try to make external libraries optional, if at all 
possible (e.g. not critical to the operation of GNUstep) to reduce the 
frustration of people trying to compile GNUstep. Way back when libxml 
was added, it was not critical. Although perhaps it is becoming more 
so, no-one has ever changed the optional status of the library.
