I agree with Fabien. While having an integrated configuration tool on an
integrated platform is quite nice, it may not be desireable at all on
GNUstep's target systems. With all the possibilites especially of PCs
regarding different hardware configuration as well as settings of the
operating system, a single preferences app would become *very* crowded.

You could even go further and imagine seperate apps for very special and
complex things: like an ApacheManager with different modules for basic
setup, virtual hosts, authentification and so on. Or a SambaManager with
modules for Domain configuration, (smb-)user management etc. (...yes, I
hope someone picks up these ideas ;-) )
NFSManager was already seperated in Nextstep, as was the UserManager.

Also, we don't have sudo/su-capability in GNUstep. Thus, having seperate
apps for user preferences and system settings is not only more practical
but the only sensible way to go.
