Andy,Not sure if this will help or not, but a couple of weeks ago I built/installed GNUstep on my Mandrake 9.0 system. The route I took was do download the core.???.tgz file, unpack it, and then run the compile-all script. That built the packages in appropriate order and worked grat. I think the bit you need is to run GNUstep.sh (using syntax ". /absolute/path/GNUstep.sh").
