Yes. If you do this, you can't do a "make all" for aggregates ?What you a are suggesting requires that "all" of a subpackage implies an "install" of the preceding subpackage. That doesn't make a lot of sense ? Just add a proper -I/-L to your local common.make and you get a makefile which builds as Unix software is supposed to build ;-)
