 A tool, cvtenc, in gnustep-base can do that.
 As far as I remember, the property list should be
 Unicode (or escaped),
 which can be done by cvtenc,
 as in gnustep-gui/Tools/exampleInfo.plist.
 But for Localizable.strings,
 the encoding could be local encoding (GNUSTEP_STRING_ENCODING)
 so that it can be edited easily.
