Compiles and runs on windows.

With *runs*, I'mean that you can see something; for example the finder,
the recycler (wthout icon), the fiend and the inspectors window.  All the
other windows, or doesn't show or crash the program.

It has not been difficult; fileSystemRepresentation has been used wherever
it is needed and some #ifdef __WIN32__ was added in PermissionsPanel.m and
AttributesPanel.m.

I hope this will help and speed up the windows port of the Libraries ;-)
