ANNOUNCE: LuserNET v0.4.0

Hi,

I'd like to announce version 0.4.0 of LuserNET, a GNUstep news reader.
This version has many new features and fixes several bugs (especially
compared to 0.3.1).

Note: This version of LuserNET requires a recent version of Pantomime
(v1.0.2 is ok). It won't work with old versions of Pantomime (and old
versions of LuserNET won't work with recent versions of Pantomime).
