Using an original NeXTstation or a NeXTcube would feel somewhat slow
today. Therefore, the best option would be:
E) Intel platform, "native" OPENSTEP 4.2, that is, OPENSTEP/Mach.
I'm don't think that OpenStep/Solaris or OpenStep/WindowsNT have the
tools to convert NeXTSTEP applications to OpenStep. I don't remeber
that OpenStep/Solaris was available on Solaris/Intel either (B).
When building an Intel (or AMD) platform for OPENSTEP, special care
should be taken to choose compatible devices.
Once upon a time, there was this NeXTanswers giving details, but it
seems that www.next.com don't answer anymore.

Another possibility too, would be to use WMware 3.0, I've head that
it's possible to make OPENSTEP 4.2 run on it (unsupported).
