What is the status of OOPATOCL?

I am interested in doing some work on GNUStep
documentation and I was wondering what is the
ownership/license status of "Object-Oriented
Programming and The Objective-C Language". Is it under
the GPL or some other public license that would allow
me to modify the existing document or nab useful bits
from it? I need to know because I was recently
diagnosed with dikigoriphobia (fear of lawyers) ;)
