Hi

during PyBOMBS setup you may have added the recipe files with the command

pybombs recipes add gr-recipes git+https://github.com/gnuradio/gr-recipes.git  

The recipes will then be placed at ~/.pybombs/recipes/gr-recipes/. You can alter the qt4.lwr there and replace the corrupt URL by a valid one:

https://download.qt.io/archive/qt/4.6/qt-everywhere-opensource-src-4.6.3.tar.gz

Actually, I often ran into the same problem myself. When you try to browse this link with the browser or through normal command line operation, you will have the same effect.
You can replace that recipe line with
"wget+http://download.qt.io/archive/qt/4.6/qt-everywhere-opensource-src-4.6.2.tar.gz"
and then retry the pybombs install command.
