What was wrong?  Has cgran been migrated to another location ..?

That project is wildly out-of-date.    Gnu Radio hasn't been using SVN for many years.

CGRAN is just a hosting site for these projects--it's up to the maintainers of said projects to keep their info up-to-date, which clearly hasn't been done
  with that project.
