I don't have experience with SDR-IQ but it seems to me that comparing
it to USRP family is like apples and oranges.

SDR-IQ: Receives 192kHz bandwidth within 500 Hz to 30 MHz

USRP1: Receives  and transmits up to 8 MHz from DC to lightspeed
depending on daughterboard
USRP2: Same but up to 25 MHz.

So if the SDR-IQ is sufficient for your needs you should buy that one
since it is cheaper and also comes with fine polished software for ham
radio use. But if you want to experiment with high rate data
transmission on e.g. 2.4 GHz, then USRP series is better choice.
