        Hi,

I recently acquired a USRP1 and are looking to improve reception of
the TVRX board (i know it's a cable tuner and has noise "issues").
I noticed the GND pins on the USRP1 board and are wondering if i am
supposed to ground the board through these pins?

No, those will not change anything.

I'm also interested on the topic of lowering the noise fig on the TVRX,
is that somehow possible?

The only way to lower the noise figure on the TVRX is to put an amplifier in front of it. The noise figure is only about 8-9 dB, though, so it isn't that bad.
