There is an implementation of FLEX in the gr-pager component of GNU
Radio in the SVN trunk. The example app assembles a receive chain for a
USRP with a DBS Rx board, but you could create a separate receive chain
that uses the sound card to supply the audio signal instead of the FM
demodulation block that is currently used.

You wouldn't need the slicer, that's done in software, so just pipe the
discriminator tap to the sound card. This also lets you get both the 2-
and 4-level transmissions, at either 1600 or 3200 baud.
