again, your application really doesn't matter.  what matters is the 
*capability* of your "hardware or software."  so even though your 
application may be mundane, if your hardware or software can--even in 
part--do anything forbidden (i.e., 
transmit/receive/modulate/demodulate/encode/decode/encrypt/decrypt/etc 
certain things you shouldn't) then mere possession can be prosecuted.  not 
that it *will* be, just that it *can* be.

laws that restrict technology are often intentionally worded as vaguely as 
possible (often by people who don't understand the technology or the full 
implications of the law that will affect it) for maximum government 
flexibility.  the result is that these laws often make no sense to logical 
technical people.

would it serve the interest of list members to compile a list of 
gnuradio-applicable federal and state laws and regulations?  reading them 
can be quite depressing, so perhaps ignorance is bliss...
