The Griffin iMic has 16-bit, 48kHz, stereo audio recording and playback
for $35.  Its inputs are not RCA jacks, however, and it may have a
higher noise floor than the Edirol units. IIRC, Griffin gives complete
specs on-line.

The iMic is adequately supported by NetBSD's generic USB audio driver.
I believe it is the same for Linux.
