Follow-up Comment #1:

You can designate the double barline as a place for the volta to finish on
with this:

\allowVoltaHook "||"

You can use Directives->Insert LilyPond to insert this syntax at the start of
the staff. Again this could be a command - would need to allow a choice of
barlines etc.
