Summary: Use GettextStub.Native to make translation work

* lib/demexpGettext.ml.nw
* configure

  Replace ocaml-gettext Camomile with Stub module as a dependency and
  use gettext-stub when building the application. Use GettextStub.Native
  as concrete Gettext realization.

* config/Makefile.inc

  Restore inclusion of bigarray.cmxa that is no longer provided as a
  dependency of now removed Camomile.

* lib/perf.ml.nw

  Comment some autotests that don't work due to a side effect of
  translation.
