They are used by baseboard files in the wild (and by the ones shipped
with DejaGnu), so I would say, "no, they cannot be refactored".
  Exactly. The other problem is some people never figured out the
difference between board, target, and config  files, so it's a bit
convoluted.

That is the reason that I suspect the end result will amount to documenting "the way things should be" and declaring the other ways that happen to work deprecated. Ideally, DejaGnu should detect the not-quite-right scenarios and emit warnings.
